– Objective : Build buildings to gain victory points. Each building requires a combination of money, workers, and materials; more expensive ones are worth more points. Only the building tiles on the sides of the two rows on the table are available for construction.
– Action cards : Each player has an identical deck of 13 cards. Each round, they play two of them face up, which determine both the action they can perform and the turn order.
– Order of play : The order is not fixed but depends on the numerical combination of the cards played (for example, 3 + 4 = 34). The lowest number goes first.
– Actions : cards allow you to earn money, steal resources, tax other players, defend yourself from theft, or obtain special conditions (for example, the architect is necessary for certain buildings).
– End of game : Players build until someone reaches the required number of victory points (usually 25). That player immediately wins the game.
