When Laws Fail is the first case expansion for LA-1. It introduces 21 android tokens that populate the map in a new way, four Darkness cards with specific effects related to the revolt, and two new detectives with complete character boards and skill decks — integrable into any ongoing campaign.
The case can be played as a standalone episode or integrated into the base game's campaign. Those who have already completed the four original cases will find a story here that expands the city's lore in a direction the base game had only hinted at.
