How to play
The flow of each round
Winds of Change does not change the basic structure of Kinfire Council, but adds layers: rezoning, Favor, and Cult management in co-op/solo mode.
Each player places their workers on city locations (the base ones + those unlocked with rezoning). The new tiles offer more powerful actions but often require extra resources or Favor tokens.
Decrees are proposed (including rezoning ones). In competitive mode, players vote and negotiate; in co-op, they decide together; in solo mode, you challenge the Cult deck, which draws cards and simulates an opponent.
Approved decrees are applied. If it is a rezoning decree, a location tile on the board is physically replaced. The new tile remains for the entire campaign (or until another decree changes it).
In cooperative or solo mode, the Cult draws a card from its deck and applies the effect (site blocking, increased costs, loss of resources). If the Cult reaches the victory threshold, the players lose.

The first rezoning decree
Someone proposes to demolish the old market to build a plaza. Discussion breaks out at the table: is it really needed? Who benefits? In co-op mode, you vote together; in competitive, everyone looks out for themselves. The tension is felt immediately.
The Favor dilemma
You need one extra action to complete your plan. You can spend a Favor token and get it immediately. But you know that you are also strengthening the Cult. The table discusses whether it's worth it. Someone says yes, someone says no. You decide.
The city transforms
A decree passes. The market tile is removed, replaced by a new plaza with different rules. The map physically changes before your eyes. It is not just narrative: it also changes the tactics for the coming rounds.
The Cult advances (co-op mode)
In cooperative mode, the Cult deck draws a devastating card: it blocks a beacon site and increases the costs of all decrees. The table looks at each other: a backup plan is needed immediately. The pressure rises.
Campaign end
After 4-5 games, the city is unrecognizable. Some areas have flourished, others have fallen under the Cult's control. No other copy of the game has this map. Someone always takes a photo of the final board.
