The fourth expansion that brings direct interaction to Carcassonne
Towers & Thieves (originally Towers & Thieves) is the fourth major expansion for Carcassonne, designed by Klaus-Jürgen Wrede and published in 2006. It adds a new vertical mechanic: towers that rise on the board, radically changing the interaction between players.
Build tower segments and capture opposing Meeples. The higher the tower, the further its range extends. Captured Meeples become prisoners: to free them, you pay 3 victory points, or they remain out of play until the end. A mechanic that introduces painful choices and revenge to the table.

What you add to the board
Components that change the game rules
18 Tower Tiles
New tiles with spaces to build towers. They are placed like normal tiles, but open up a new action.
Tower Segments
Vertical pieces that stack. The higher the tower, the further it captures. A 3-level tower reaches 3 tiles in a straight line.
Capture Mechanic
When you complete a tower, you capture an opposing Meeple visible in a straight line. The owner decides: pay 3 points or lose it.
Ransom System
Captured Meeples only become available again if ransomed. Each Meeple costs 3 victory points. A choice that weighs until the end.

How to Play
The Turn with Towers
The basic Carcassonne turn remains the same, with three new optional actions related to towers.
As always: draw a tile and place it respecting the edges. If it has a tower space, you can choose to activate it.
Instead of placing a normal Meeple, you can: place a tower segment on an empty tower space, add a segment to an existing tower, or place a Meeple on top of a tower to complete it.
When you place the Meeple on top of the tower, you complete it. Choose an opponent's Meeple visible in a straight line (orthogonal) within as many tiles as the tower's levels. You capture it.
The owner of the captured Meeple immediately decides: pay 3 victory points from their reserve to free it, or leave it imprisoned (out of play for the rest of the game).

What Happens at the Table
Not the rules. The experience.
Quiet First Placements
It starts like a normal game of Carcassonne. Roads, cities, fields. Then someone draws a tower tile and places it. Sudden silence: everyone realizes the rules have just changed.
The First Capture
Someone completes the first tower, chooses a visible opposing Meeple, and captures it. The owner must decide immediately: pay 3 points to free it or leave it prisoner until the end. Revenge is already being planned.
Towers Everywhere
The board fills with towers. Each new tile is also evaluated for where NOT to place Meeple. The most beautiful cities remain unfinished because no one wants to risk capture. The game slows down, analysis increases.
The Impossible Ransom
You have 4 captured Meeple and must choose one to free. You pay 3 points, put it back in play, and 5 minutes later someone recaptures it. Nervous laughter. Someone swears eternal revenge.
Bitter Final Scoring
Points are counted. Those who left too many Meeple prisoners lost scoring opportunities. Those who paid too many ransoms are behind. Those who built towers at the right time win. And everyone wants to play again.

Three Things That Change From Basic Carcassonne
Slows down the game
Every placement becomes more analytical. You have to assess where enemy towers are before committing a Meeple. In slower groups, this can extend the duration beyond an hour and a half. If you love the fast flow of pure Carcassonne, this expansion doesn't help you.
Direct interaction (not for everyone)
Basic Carcassonne is competitive but gentle: you rarely deliberately ruin others' plans. Towers & Thieves introduces revenge, intentional blocking, tactical captures. If your group prefers to play each for themselves, this mechanic might be unpleasant.
Problematic scaling for 5-6 players
With 5-6 players, the board fills with towers and becomes chaotic. Too many simultaneous threats make planning difficult. The expansion works best with 2-4 players, where you can track who has towers and where.

Victory
- Building towers at key moments, capturing opponent's Meeples when they matter most (large cities, long roads)

- Completing important structures without exposing Meeples to enemy towers
Elimination or Defeat
- Paying too many ransoms: every 3 points spent are points missing from the final victory
- Leaving too many Meeple imprisoned: fewer Meeples available = fewer scoring opportunities
- Building towers too early or too late, without tactical timing
